Fran served as Sellers Dorsey’s General Counsel from 2014 to 2021 before assuming her present role as the firm’s General Medicaid Counsel. Before joining Sellers Dorsey in 2014, Fran spent 35 years as an attorney with the Pennsylvania Governor’s Office of General Counsel, Department of Public Welfare (now known as the Department of Human Services), where she served as Deputy Chief Counsel. As Deputy Chief Counsel, Ms. Grabowski was responsible for advising senior management staff on matters involving the Pennsylvania Medical Assistance Program, including a wide variety of issues relating to Federal and State Medicaid statutes, regulations and policies, Federal health care reform, Medicaid fraud and abuse, Medicaid provider tax requirements, Medicaid provider reimbursement, enrollment and participation requirements, and administrative law. Ms. Grabowski is a licensed attorney in Pennsylvania. She is a member of the American Health Care Association.
As Sellers Dorsey’s in-house General Medicaid Counsel, Fran provides expertise and assistance to staff on a wide variety of complex issues relating to federal and state Medicaid statutes, regulations and policy, including monitoring and advising on changes to federal rules and regulations that impact the Company’s work on client engagements.
