Jen is the former Secretary of the Budget for Pennsylvania Governor Tom Wolf’s administration and completed her tenure in 2021. In this role, she oversaw the Commonwealth budget. Prior to her appointment as Secretary of the Budget, Jen served the Commonwealth of Pennsylvania in the Governor’s Office of the Budget, the Department of Human Services, and the Senate Democratic Appropriations Committee.
Current Responsibility
Jen Swails brings over 20 years of Pennsylvania government experience with comprehensive knowledge of state budgeting process, Medicaid and health care policy. As Managing Director for the Sellers Dorsey team, Jen provides strategic guidance and project leadership to the client. She uses her extensive knowledge of the state budget process and Medicaid funding, as well as legislative and executive branch experience to meet the needs of the Firm’s clients.
