John Seaver has a long history in the health care industry. His experience includes serving in the role of President of HospitalMax Associates, providing health policy and finance consulting services with expertise in the areas of Medicaid, uninsured and safety net policy and financial analysis/modeling. In recent years, John has been a leading voice in helping providers understand the impacts of Massachusetts’ 1115 demonstration waiver, including the move to accountable care organizations (ACOs). John also worked as the Director of Project Development for UMass Medical School providing health care consulting services to various Massachusetts government-based health agencies and other state Medicaid agencies. He also spent several years working for the Commonwealth of Massachusetts Executive Office of Health and Human services and the Medicaid Agency in a variety of roles including the Director of Federal Revenue and Director of Acute Hospital Program.

His expertise is rooted in years of providing independent health policy and finance consulting services and working in public health care. He is a valuable source of guidance on Medicaid policy, including reimbursement and financing. John has worked with hospitals, health systems, and state hospital associations to protect and/or increase reimbursement for states’ Medicaid programs. He is highly skilled in uninsured and safety net policy and financial analysis/modeling, Medicaid reform strategies, certified public expenditure solutions, provider rate development, and supplemental payment programs within fee-for-services and Medicaid managed care.
