Prior to joining Sellers Dorsey, Scotty served as both Director of Hospital Rate Analysis and Reimbursement Analyst at the Texas Health and Human Services Commission (HHSC) for 11 years. During this time, Scotty advised on Medicaid reimbursement and rate-setting for inpatient and outpatient hospitals, physicians, home health as well as rural and federally qualified health clinic services.
Scotty Reasonover brings to the firm considerable expertise in Medicaid rate-setting and reimbursement methodology along with the design, implementation and administration of disproportionate share (DSH) funding and upper payment limit (UPL) programs. His career spans work in both public and private sectors.
In his current role, Scotty has developed reimbursement mechanisms to minimize uncompensated care and boost federal Medicaid funding. He designs and implements powerful initiatives for maximizing federal Medicaid revenues for states as well as public and private hospital systems, developing upper payment limit calculations and securing needed state legislative and federal regulatory approval. Scotty has successfully secured an additional $20 million annually in graduate medical education funding for one of the state’s leading universities.
