Tyneisha Jabbar-Bey

Before joining Sellers Dorsey, Tyneisha served as the Deputy Chief-of-Staff for the Delaware Department of Justice. There, she spearheaded fiscal assessments and operational reviews, optimizing budget strategies and financial compliance across programs, and managing all aspects of the DOJ budget. She led the development and implementation of cost-of-service models, enhancing fiscal transparency and efficiency, and she was instrumental in in the development of employee evaluation processes to support development and organizational objectives. Prior to her work with the Delaware Department of Justice, she served as the Chief of Financial Management for Delaware Medicaid. In this role, she oversaw financial management and administration of a more than $2 billion annual budget, ensuring compliance with state and federal regulations and enhancing data integrity and rate setting operations. She led the development and renewal of waiver reimbursement methodologies for long-term care, resolved funding discrepancy in school-based health services, and managed the CMS-64 and CMS-21 quarterly reconciliation processes.


Current Responsibility

Within Sellers Dorsey, Tyneisha leverages her knowledge of Medicaid policy and her financial expertise to assist the firm’s clients and drive our mission to improve quality, equity, and access of healthcare for Medicaid beneficiaries. She supports the firm’s efforts in several key areas, including Medicaid financing, state and federal Medicaid reimbursement policy, and value-based payments. She brings a passion for improving the Medicaid program along with a data-driven approach that ensure that every decision maximizes program outcomes.
